Independent Street Checks Review – Public Consultations

Justice Michael H. Tulloch is reviewing Ontario’s laws on police street checks, a practice sometimes referred to as “carding”. By January 2019, Justice Tulloch will be making recommendations to the government about those laws and their implementation. To inform those recommendations, Justice Tulloch and his team would like to hear from as many individuals and organizations as possible. RE: Independent Street Checks Review – Public Consultations

As you may be aware, I have been appointed by the Government of Ontario to undertake a full and independent review of Ontario Regulation 58/16, which outlines Ontario’s new rules on police street checks, a practice sometimes referred to as “carding”.

In this capacity, I will be reviewing the content of the Regulation and assessing whether police officers, chiefs of police and police services boards are complying with it. More specifically, I will assess whether the Regulation reflects the important goal of ensuring that police-public interactions are consistent, bias-free and done in a way that promotes public confidence and protects human rights.

As part of my mandate, I am engaging in public consultations across the province. Public consultations are an important aspect of this Review and will provide invaluable input into the final report containing my recommendations, which will be made available to the public in early 2019.

Toronto public consultation meetings will be held at 6pm-8pm at the following locations:

– Jamaican Canadian Association located at 995 Arrow Rd in North York on February 22, 2018

– Toronto Reference Library (Beeton Hall) located at 789 Yonge Street in downtown Toronto on February 28, 2018

– Tropicana Community Services (Community Room) located at 1385 Huntingwood Drive in Scarborough on March 6, 2018

I invite you and representatives of your organization to attend these meetings. I also encourage you to share this invitation with members of the community who may be affected by or have an interest in this subject.
